User Test Scripts: [when there are user test scripts available link them here]

COAR Notifications should be storeable as a single type, as they are all similar.
All incoming COAR Notifications should be stored, along with some meta information:
- Date
- Source
- Record ID (FK)
- Anything else?

Acceptance Criteria

List the criteria which must be met for the issue to be considered complete

Notifications received by the inbox can be stored in active storage that can be used by downstream processes (particularly the async processors)
