Some clarification questions for PCI #6

The following questions need to be put to PCI to help clarify the implementation requirements:

will they send both AnnounceReview AND AnnounceEndorsement in the unsolicited notifications, or just AnnounceEndorsement
at what point in the review workflow is the base DOI minted, and how are individual Reviews referenced (as DOI appears to point to Endorsement)
is it possible that we will receive multiple announce reviews before announce endorsements, and could we receive further announce reviews after announce endorsements?
