Retry failing block sync at later point

If a block fails to be pulled for some reason, it will block the rest of the sync.
It should be investigated if it can be put into a retry queue and tried again later, without impacting the rest of the application.
I think there is some assumption in places that everything else has synced prior, so this will need to be challenged.
