Notes from meeting

National Zoning Atlas (NZA) updates:

  • Procuring services from GreenInfo Network to produce the map itself, aspects of data entry, datta management, and backend.

  • Arriving at a 3-tier access policy - GreenInfo and NZA would have Admin access (as well as state team lead and team members as needed)

  • Looking to transition away from Google Sheets, asked for feedback
    Pros: easy to navigate, people are used to it
    Cons: sheets are scattered, could be more centralized, also would have the potential for new data entry formula, and having teams inputting information within a software

    • Texas: have found a shared excel sheet to work better and then upload into Google sheets, ease of access is key
    • Hawaii: API connection is useful from Google sheets, we are a small state compared to others; ### Overview

  • NZA is rolling out a NZA Slack

    • State leads recommended: creating regional channels, have the potential to connect with other slack communities such as our own Code for Hawaii slack

Items for next month's meeting

  • Make sure HZA is added to Slack
  • Consider updating training sessions with resources from other projects (Benjamin LeRoy will be collecting and sharing)
  • Get recording from Samir Gambhir from CA team (approach to onboarding will be to ask experienced volunteers to teach new ones)
  • Reach out to Max Latona from New Hampshire- coordinated brown bag lunches with students to better understand what affordable housing meant to them, etc.

National Zoning Atlas has made progress with GreenInfo Network as a consultant to help build custom data portals for each state project (district by district).

  • The topology of information not changing.
  • Launch is still TBD - it takes some time to program and test.
  • Continue to onboard new data coders (team members analyzing policies and inputting relevant information into the spreadsheet). Projects should feel free to continue and train on spreadsheet. Ben will be let us know when the data portal is ready and that is when it probably would make sense to put a pause on onboarding data coders onto the project.
  • Will lose the ability to communicate within spreadsheet, but will have a catch all notes section and there will be areas for verifying information with the new data portal. The National Zoning Atlas team will help projects find ways for folks to communicate with one another i.e. Slack, email.

The National Zoning Atlas is interested in building a guest architecture for data updates. Planning to create a class of users that will have data update capabilities such as a planner not on the team but they know of a map amendment, etc.

  • There will always be a few people from the team who will continuously update the data, but the National Zoning Atlas team also wants to create avenues for folks outside of team members to update the data set.

  • Jason from the New Hampshire project mentioned that their team archives the data each year, they have multiple data sets and researchers can see causes and changes of regulations

There is a new version of the How to Guide: changes fairly minor, largely relate to text coding; and additional guidance for tricky coding situations.

Introduced to new NZA team members

Sara Bronin will be appointed to a Federal role in a few weeks, Sara will be introducing us to her academic counterpart that will be taking over a lot of Sara's current responsibilities

NZA team gave a demo of the new database which will replace project's Google spreadsheet, a more in-depth training will occur in the future.

NZA New Database

**Montana will be launching their Altas 2.0 **on Tuesday 1/17, demo'ed their site. PLEASE KEEP LINK CONFIDENTIAL UNTIL TUESDAY. Outreach strategy for their launch includes writing a press release, have a press story being published on Tuesday that will detail the 2.0 data and story.

Potential NZA Conferences

  • Summer 2024 in Ithaca a gathering of project leads, will pay for travel and expenses with a grant. Will need a letter of support detailing why we think it is important to gather, how the project will benefit, and anything else in support of this conference

  • Fall 2023 in D.C. to discuss state projects in detail with Congressional leaders, discuss the advocacy work and the zoning/planning work within states.

Outreach Updates

  • NZA will be launching an official twitter on Tuesday
  • Will launch a "what's new" for state projects, look below for tasks needed related to this and site

To Do: (in order of priority)

  • Trey to fill-out Calendly for meeting with the new NZA team
  • Project updates for the NZA "what's new" newsletter
  • Letter of support for Summer 2024 Ithaca conference
  • Review NZA project page and update under "key findings"

NZA Editor (updates from Scott Markley and Aline Fader from NZA team)

  • V1 of status map now available in Editor.
  • There is a Geo J.Son available for those who want it of jurisdictions and state.
  • TO DO: Add finalized list of jurisdictions and add jurisdictions details when we get them into the Editor

How to Guide (updates from Evan Dickerson)

  • Used to tell people that we had to bake overlay into district, not asking people to do this anymore
  • Most common case, multiple overlay, once marked as an overlay district, editor shouldn't give you an error because it recognizes that this is an overlay, but will need you to create a new shape for overlay area (check out screenshot below)
  • Pretty rare case, reach out to Evan and Scott if need help with this
  • no correction needed if using older methodology
  • areas with more laws, soil may see more overlays
  • we want to keep to zoning, if overlay affects something, we want to show it

  • Opportunity for a grant, more info here: As mentioned in last Friday’s State Leadership meeting, the NZA/Cornell Legal Constructs Lab has partnered with the Federation of American Scientists (FAS) in a new Housing Policy Innovation Challenge to crowdsource policy solutions to address the nation’s housing supply crisis. Members of the NZA research collaborative are highly encouraged to submit proposals! The submission deadline is September 8th. Here a few resources to get you started: the one-pager that outlines the Challenge, a blog post for more context, another blog post, and the link for submitting proposals.
