Implement a POC code to simulate the data plane data syncing based on this doc

The goal is to quickly test out the algorithm in various scenario such as addition, deletion of VPC, subnet and edge cluster

Simulation will use simple OOP object to represent edge cluster. No actual edge cluster will be used for task.
