Per doc (https://github.com/CentaurusInfra/fornax/pull/25/files?short_path=945de8b#diff-945de8be3e97074a06ed024a5a5d5524c0677d2f3650a4919abe399b8e41030e),
this mission is supposed to be deployed to given clusters with the given labels specified, yet it was deployed to all the clusters.
