Publish OSGi plugins to a public maven repo

Push the OSGi plugins built with maven to a public maven repository for reuse.
This includes the CIShell core plugins, all algorithms, and their dependencies.

If it ends up making sense to push the UI bundles that drive the CIShell Reference UI and Sci2 UI, those can be pushed as well.

We will initially publish to Artifactory + Bintray. Issue #46 is for getting it onto Maven Central which has more strict requirements.
