GM-01 as "Meta"

The GM-01 being “Meta” GM feels a bit heavy: the process flow could just as well live as the (readme) for the repo’s top level i.e. how many other “Meta” GMs might be expected in the near future? Is the Meta category overkill at this stage? This could be refactored down the line where the category gets added. It would probably feel cleaner if the GMs were all actual “Python modules”… Still the case for GM-01 being “a” Governance module of sorts can be argued. Fine either way..
