Set up separate monitoring bot that looks at contract events / address transactions to make sure necessary transactions have occurred.

propose and approve oracle run an hour before rebase
rebase occurs at 4pm
harvests for all setts occurring at least once per day

Bot should post in discord and mention bot squad if transactions haven't occurred
