Institution logo should be configured dinamically #317

Description of feature

At present the ISCIII logo is hard coded in html, loading this and image.

To have it fix in code, could make any kind of issue, for no presenting the logo of the organization using iSkyLIMS.

To apply this information of logo should be set in a field in database to set/modify it at any time
