add testing infrastructure for Q/A that it gets right today to avoid regression when changing instructions or knowledge base

this infrastructure needs to have:

• a set of questions and answers that we expect the bot to already know how to solve today
• these tests are run whenever we change knowledgebase or instructions prompt to see if bot can still reliably answer the test questions

this will allow us to improve the instructions/knowledge_base knowing there are no regressions on critical questions
