So remove "dynamic fee" transaction support from this plugin

The default is now Static! I think that should be enough to fix this issue.

Reason: By allowing dynamic, it makes it so if Fantom ever adds EIP-1559 support, it would work in this plugin without us having to make any changes, and then we choose to change the default from there. It does no harm; maybe we could document in the README tha even tho you can do type=2 it wont work
