/strompreis was not working since beginning of Oktober

added checking of day -1 is in the input data. if not the first value is used
logging added, prints removed
some type hints added
output rounded to 10 digits
added basic test if endpoint is available
removed the doubling of self.charges in get_price_for_date.

future todo:

add endpoint and class name
add proper test of class
use of config for TZ
